Total Transformation Programme 2008-2009
Membership of the Total Transformation Programme is for those local authorities wanting support with rapid system change. There are (in December 2008) twenty-one Total Transformation Members.
When local authorities become Total Transformation Members, in Control meets them to discuss how we can tailor their membership packages to more closely deliver against their identified priority needs.
In October 2008 this material was used to develop a new programme (TT2) with three elements, each of which is distinct, but each of which informs the others. In outline the programme will work as follows:

Membership of in Control
TT2 membership already includes membership of In Control - this gives each site a range of support mechanisms and a licence to use and adapt all the best practice materials that in Control develops with partners and members.
The price of this is set for all 122 Adult Service LA's at £6,500 per year.
Core TT Support
Each member of the TT programme will get a guaranteed minimum core support package which includes:
- Monthly Site Support
- Technical Assistance
- National and Regional Events Programme
- Network Events (e.g. Director's Dinners et al.)
The cost of core support will be £20,500 per authority per year.
Ten Transformational Projects
The third element of TT2 provides a very different way of working, one which is built upon our experience of supporting innovation in the past and one that we are confident will deal with the specific problems and crunch issues that Directors and their teams highlighted to us in our meetings. These projects will develop models that can be implemented locally, but which will also lead the way nationally. Each member of the TT community will work on only some of these issues at one time. In Control's role will be to support the development of good local solutions that can be shared back, initially with the TT community and then with all of the country. This model of supporting practical innovation through co-production and open source development has been the key to In Control's success.
Each Authority will contribute £12,000 to the total cost of the Ten Transformational Projects and we have already begun to explore with Authorities which of these projects they will focus on - this will all be confirmed at the launch event.

The standard fee for In Control Total in 2008/9 is £40,000. We are offering returning members a reduction of £10,000 as a loyalty bonus, on the basis that their experience will assist new joiners to make quick progress.
In Control will keep these fee levels under review over the coming year. Our aspiration is to reduce the cost of core support, and focus increasing levels of energy and resource on transformational projects –those specific innovations that Authorities identify as needing our collective attention to achieve transformation.
As part of the programme and in response to members’ requirements, we are leading a number of Networks for Social Innovation during 2008-2009. These represent transformation subject areas where members felt they needed most support. Each Total Transformation member Authority is invited to join a small number of these projects, and this will form one element of In Control's contract with them. All members involved in these networks will share in the product of their work with others.

- The brokerage support system
- Conversion of in-house services
- Stakeholder engagement – Elected Members
- Redesign of Care Management and Social Work Systems
- Community development
- The external provider market
- Corporate/back office systems
- Workforce development
- Helping people stay safe
- Outcomes for citizens.
