This report is about the first phase of
In Control's work, 2003-2005. It is based on an evaluation by
Professor Chris Hatton of Lancaster University.

The report describes In Control's 'new Operating System' for
social care - self-directed support. The system was developed
through experimentation in six pilot authority areas: Wigan, Redcar
and Cleveland, Gateshead, West Sussex, Essex and South
Gloucestershire.
The pilots involved only 60 people, all of whom had learning
difficulties. These small beginnings laid the foundations for
further developments and the creation of a national system of
self-directed aupport.
The evaluation is based on an analysis of outcomes in six key
areas of people's lives: self-determination, direction, money,
home, support and community life.
