In Control welcomes draft DfE Code for SEND

The Department for Education has today (4th October) published its Draft Code for Special Education Needs and Disability. In Control welcomes its publication and we will be formulating a more detailed response in the coming weeks with families and members of our Children's Programme.

From our initial reading of the Draft Code, and in particular the statements made about personal budgets, we are pleased to see that the government has taken on board much of the feedback given and drawn heavily on the work of the SEND pathfinder sites. The offer on personal budgets proposes to put the child or young person and family at the centre of decisions and most importantly - given past experience of family members - makes provisions for clear information to be provided to families to ensure they are able to, and have adequate time to make a decisions.

We look forward to working with families, the Department for Education and our growing membership in taking forward these reforms.  For more information about our work please visit our Children's programme webpages or email

In Control will shortly be publishing its Implementation Plan for Personal Budgets which has been produced in partnership with SQW. A copy of this, together with a discussion paper about further simplifying resource allocation systems, will be made available to members of our Children's Programme next week, prior to it being published nationally.
